CSS outline-color Property
Complete CSS Reference

An outline is a line that is drawn around elements, outside the border edge,
to make the element "stand out". The outline-color property sets the color of the
outlines.
Note: Always declare the outline-style property before the
outline-color property. An element must have an outline before you change the
color of it.
Note: Outlines do not take up space, and they do not have to be
rectangular.
